Tulare Police Chief Fred Ynclan presents Michael Capote with the Employee of the Year Award on Wednesday, September 13, 2023, during a ceremonial inspection. It is the one day out of the year that the entire police department comes together, lines up in formation, and is inspected by the Chief and members of the Command Staff.

Michael Capote is a Portuguese-American who has served Tulare residents in public service for many years. His dedication and his professionalism were recognized by the Tulare Police Department.
