Budget represents a 3.56% increase compared with the current year. Housing will receive €16.1 million through the Recovery and Resilience Plan.

The Municipality of Ponta Delgada (CMPD) has presented its 2026 Budget, totaling €99.4 million—an increase of 3.56% over 2025—reaffirming its focus on strengthening public investment and providing direct support to families and businesses, according to the press release issued by the local government.

The document ensures financial stability, with a 14% increase in current revenues, reaching €57.26 million, resulting in a current savings balance of €4.8 million. The mayor, Pedro Nascimento Cabral, described the budget as “responsible, balanced, and deeply people-oriented,” highlighting the positive impact of reinforced social support and a favorable tax policy.

Despite the increase in investment, the Municipality is maintaining the property tax (IMI) at the legal minimum, the variable share of IRS at 3.5%, and the municipal corporate tax (Derrama) at 1%, with an exemption for small businesses.

Housing will receive €16.1 million through the Recovery and Resilience Plan (PRR) for projects in São José, São Sebastião, Fajã de Baixo, Arrifes, Santa Clara, and Ginetes, aimed at expanding public housing availability.

Education is another priority area, with investment in the modernization of the school network, including the completion of the new Fenais da Luz primary and preschool (EB/JI) and advancements in projects in Capelas, Fajã de Cima, and São Vicente Ferreira, along with the completion of the new university residence with 120 beds.

The social sector is also a central pillar, according to the municipality, with guaranteed funding for poverty- and exclusion-reduction programs such as Housing First and the PDL Senior Card.

The budget also seeks to enhance urban quality of life through improvements to the municipal road network and environmental measures, and moves forward with key projects in sports and economic development, such as the renovation of the Santo António Football Field and the implementation of Digital Commercial Districts.

Cooperation with the 24 parish councils is maintained with an allocation of €3 million for inter-administrative agreements.

Pedro Nascimento Cabral concludes that the budget demonstrates the ambition to make Ponta Delgada “a fairer, more modern, more competitive municipality, better prepared for the future.”
