There are landscapes that merely produce food, and there are landscapes that teach a people how to belong to the earth. In the Azores, agriculture has always been more than an economic activity. It is a dialogue between volcanic soil and Atlantic weather, between inherited knowledge and the patient labor of those who have learned to read the islands through pasture, orchard, vineyard, field, and season. Every cultivated plot carries the memory of adaptation; every harvest bears witness to the difficult intimacy between human survival and an environment at once generous and unpredictable. It is within this older relationship between people and place that the project LIFE IP AGRILOOP now proposes a new chapter, investing €644,000 in the creation and consolidation of Bio-Regions throughout the archipelago and extending the model to five additional islands.

The ambition reaches far beyond increasing the number of certified organic farms. A Bio-Region is conceived as a living territory of cooperation, bringing together farmers, producers, consumers, municipalities, tourism operators, associations, and public institutions around a shared vision of sustainability, circular economy, and the intelligent use of local resources. It recognizes that ecological transformation cannot be achieved by isolated producers working against the current of the wider economy. It requires an entire community to reconsider how food is grown, distributed, consumed, valued, and connected to the cultural and economic life of the territory. The field, the market, the restaurant, the municipal authority, the visitor, and the family table all become part of the same ecological conversation.

Four Azorean islands already participate in this emerging geography. Faial, Pico, and São Jorge form the Triângulo Bio-Region, while Terceira has developed its own process under the leadership of Bioazórica, with the support of the island’s municipalities. The new phase seeks to bring five more islands into this network, allowing the Bio-Region model to become not merely a collection of local experiments but a truly archipelagic strategy. In a Region so often challenged by fragmentation, transport costs, market scale, and the unequal distribution of opportunity, cooperation across islands may prove as important as certification itself.

The project’s targets are precise and ambitious: the involvement of 50 new organic producers, a 20 percent increase in agricultural land managed under organic production methods, and the participation of approximately 2,000 people in governance, training, community engagement, and public-awareness activities. Yet numbers alone cannot express the significance of such a transformation. Behind every new producer is a farm reconsidering its relationship with soil, water, biodiversity, and market demand. Behind every additional hectare is a decision to cultivate without exhausting the land that must sustain future generations. Behind every training session lies the possibility that sustainability may cease to be an abstract policy term and become instead a practical method of living and producing within the limits of an island.

To reach those goals, LIFE IP AGRILOOP proposes participatory assessments in each territory, inviting producers, local governments, associations, tourism businesses, consumers, and other community actors to help identify needs, resources, barriers, and opportunities. This is perhaps one of the initiative’s most important dimensions. Sustainable development cannot simply be imposed from above through regulations or slogans. It must be built through listening. Each island has its own agricultural history, climatic conditions, markets, infrastructure, and social realities. A model capable of succeeding in Pico may require adaptation in Santa Maria; the challenges of Flores are not those of São Miguel. Participation allows each Bio-Region to emerge from the character of the place rather than from a uniform administrative formula.

Each territory will also develop its own strategic plan and participatory governance structure, ensuring that the Bio-Regions are not temporary projects dependent upon the enthusiasm of a few individuals, but durable systems capable of coordinating decisions, responsibilities, and shared objectives. Training will support producers and other participants, while a new digital platform is intended to facilitate communication, circulate information, and strengthen cooperation among those working in organic agriculture. In an archipelago where distance can easily become isolation, such a platform may serve as a new kind of bridge—less visible than a road or port, but potentially vital to the exchange of knowledge, supplies, opportunities, and experience.

The project also understands that production alone is never enough. A crop has little economic future if it cannot be conserved, transported, marketed, and brought reliably to consumers. For that reason, the investment includes the creation of commercial spaces dedicated to organic and locally produced goods, as well as the acquisition or installation of refrigeration units to support storage, logistics, and distribution. These apparently technical elements are essential to the survival of small-scale agriculture. The most sustainable product in the world cannot strengthen a local economy if it spoils before reaching the market or if producers remain unable to organize supply in ways that meet the needs of retailers, restaurants, hotels, and families.

The connection to tourism is equally significant. The Azores have spent years presenting themselves internationally as a destination of nature, authenticity, and environmental quality. Bio-Regions offer an opportunity to give that image deeper substance. A visitor who encounters organic farms, locally sourced menus, traditional products, circular practices, and communities visibly committed to their landscapes experiences sustainability not as advertising but as reality. Agriculture becomes part of the destination’s cultural narrative, while tourism creates new markets for producers and gives economic value to practices that protect the territory.

The long-term vision also includes stronger links among municipalities, associations, producers, tourism operators, and national and international networks. Through these partnerships, the Azorean Bio-Regions may gain visibility beyond the islands and contribute to a wider European movement seeking to reconnect agriculture with ecology, community, and regional identity. The project is intended not only to strengthen existing initiatives but to create a model capable of being reproduced in other territories, demonstrating that even small and geographically dispersed communities can become laboratories of environmental innovation.

The evolution of organic agriculture in the Azores over the past decade suggests that this ambition is not built upon wishful thinking. Certified organic land expanded from 646 hectares in 2015 to 7,419 hectares in 2025, while the number of organic producers rose from 81 to 233. Such growth reveals a sector that has already moved beyond marginal experimentation. It reflects changing consumer awareness, new economic opportunities, public investment, and the determination of farmers willing to adopt more demanding practices in exchange for a different relationship with the land and the market.

Still, the success of the Bio-Regions will ultimately depend upon something that cannot be measured only in hectares or funding: the ability to create trust. Farmers must trust that the transition will be economically viable. Consumers must trust the quality and origin of what they purchase. Municipalities and institutions must trust one another enough to coordinate policies and investments. Tourism operators must recognize that local production is not merely decorative but central to the authenticity they sell. And the wider community must understand that organic agriculture is not a nostalgic return to an imagined past, but a sophisticated attempt to construct a more resilient future.

In the Azores, where every resource is made more precious by distance and every environmental mistake is magnified by the limits of island geography, sustainability cannot remain a secondary aspiration. It is a form of self-preservation. The soil is finite. Water systems are vulnerable. Imported goods carry economic and ecological costs. Climate instability increasingly unsettles the old certainties of the agricultural calendar. To produce more intelligently, waste less, strengthen local networks, and keep greater value within the islands is therefore not merely an environmental preference. It is an expression of regional autonomy in its most practical form.

The Bio-Region model asks the Azores to imagine agriculture not as a collection of individual holdings, but as a shared cultural and ecological territory. It asks each island to consider how its fields speak to its markets, how its farmers speak to its schools and restaurants, and how its traditions may enter the future without becoming relics. It proposes that development need not mean severing the bond between economy and landscape, but deepening it.

Perhaps that is the promise contained within this investment. Not simply five more Bio-Regions, fifty more producers, or thousands of additional organic hectares, important as those achievements would be. The deeper promise is that an archipelago long defined by the endurance of those who worked its difficult ground may now become a place where agriculture, community, tourism, and environmental responsibility grow together.

For the future of the islands will not be secured by admiring their green landscapes from a distance. It will be secured by those willing to enter the fields, listen to the soil, and cultivate prosperity without consuming the inheritance on which every harvest still depends.
