
Some of the greatest treasures of an archipelago are so small that they escape the notice of those who measure wealth only in grand infrastructures, towering buildings, or impressive statistics. Along the volcanic shores of the Azores, where lava meets the restless Atlantic in an endless dialogue of salt and stone, the humble lapa-brava has for centuries occupied a place that is simultaneously ecological, cultural, and deeply emotional. It is more than a shellfish attached to black basalt. It is part of the rhythm of island life, of family tables, of coastal traditions passed from one generation to another, and of a maritime culture that has always understood that the sea offers its gifts only to those willing to respect its limits.
Today, however, that ancient relationship finds itself at a delicate crossroads. A new scientific assessment contained in the report “D6.3 — Assessment of Coastal Fishery Resources,” submitted to the Regional Government in May and recently released through a parliamentary response, paints a picture that is neither catastrophic nor reassuring. It is, perhaps more importantly, a warning. The overall condition of the Azorean lapa-brava population has not changed dramatically between 2022 and 2025, yet beneath this apparent stability lies a significant exception: Flores Island, where biomass has declined sharply, transforming what was only a few years ago one of the healthiest populations in the archipelago into one whose indicators now resemble those of the least productive islands.
Nature often whispers long before it cries out. The independent monitoring carried out through the MONICO Coastal Resources Monitoring Program, conducted before each harvesting season, shows that the dramatic decline is not evenly distributed across the archipelago. Instead, it reveals a mosaic of ecological realities. Corvo, Faial, Pico, and São Jorge continue to sustain what scientists describe as healthier limpet populations, characterized by greater biomass and stronger resource availability. By contrast, Graciosa, Terceira, São Miguel, and Santa Maria already belong to a more vulnerable category. Flores, once among the strongest, now appears to be moving rapidly toward that same group.
The reasons remain uncertain. The Regional Government acknowledges that current scientific knowledge does not yet allow researchers to determine “unequivocally” which combination of environmental pressures, harvesting practices, climatic factors, or ecological changes may be responsible for the decline observed in certain coastal areas. Juvenile limpets remain present, suggesting that reproduction continues and offering cautious grounds for hope. For that reason, officials advocate prudence before imposing restrictions that could significantly affect families whose livelihoods still depend upon harvesting these traditional marine resources.
Yet uncertainty should never become an excuse for inaction. If history teaches anything about marine ecosystems, it is that collapse rarely announces itself with absolute certainty. It begins quietly, often disguised as natural fluctuation, until suddenly the balance that seemed permanent reveals itself to have been extraordinarily fragile all along.
The scientists themselves emphasize precisely this lesson. Although today’s circumstances differ from the dramatic collapse of limpet populations during the 1980s and 1990s—thanks largely to stronger regulation, licensing systems, seasonal closures, minimum size requirements, catch limits, and monitoring at fish auctions—the report nevertheless identifies a real risk of short-term overexploitation.
Ironically, that risk arises not from scarcity alone, but from success. During a single year, the market value of lapa-brava sold through the Azorean fish auctions increased by almost 90 percent, climbing from approximately €130,000 in 2024 to nearly €246,000 in 2025. Such remarkable appreciation transforms the species into an increasingly attractive economic resource, creating precisely the incentives that historically have placed vulnerable marine populations under unsustainable pressure. Higher prices invite greater harvesting effort, even when biological recovery requires restraint.
Economics, left entirely to itself, seldom understands ecology. The report therefore recommends reducing harvest limits, particularly in Flores, strengthening enforcement, maintaining continuous scientific monitoring, and ensuring that management measures evolve alongside changing ecological conditions. Scientists also warn that the absence of consistent monitoring would make it impossible to detect subtle shifts in population abundance, age structure, or the cumulative effects of human activity and environmental change before they become irreversible.
One particularly compelling observation challenges assumptions about marine conservation itself.
Protected areas, the assessment notes, do not automatically guarantee protection. Some remote coastal zones may ultimately preserve marine life more effectively than officially designated reserves located near easily accessible shorelines, where harvesting pressure remains intense and enforcement resources are inevitably limited. Conservation, the report reminds us, depends as much upon practical management as upon legal designation.
Recognizing these concerns, the Regional Government has already revised harvesting limits through Ordinance No. 78/2026 and indicates that further restrictions may be introduced should scientific evidence warrant additional intervention. At the same time, innovative monitoring methods are beginning to reshape marine science in the islands. During July, researchers conducted fieldwork on Flores under the COLAPA-3D Project, combining non-invasive drone technology with traditional ecological knowledge to map limpet abundance more accurately and strengthen local co-management practices. Here, modern technology and ancestral experience are not opposing forces but complementary ways of understanding the sea.
The parliamentary documents also reveal another reality deserving attention.
Between 2022 and 2026, the Regional Fisheries and Maritime Uses Inspectorate produced 168 inspection reports related to limpet harvesting throughout the archipelago. Yet only three concerned Flores—one in 2022, one in 2023, and one in 2026—with no recorded inspection reports during either 2024 or 2025, precisely the period during which the island’s limpet biomass appears to have undergone its most significant decline. By comparison, São Miguel recorded 40 inspections, Faial 38, São Jorge 35, Terceira 23, Pico 18, Graciosa six, and Corvo five, while Santa Maria registered none.
Whether this distribution reflects differing enforcement priorities, varying harvesting intensity, logistical constraints, or simple coincidence cannot be determined from the available data alone. Yet it inevitably raises questions about whether monitoring efforts should be more closely aligned with emerging ecological vulnerabilities.
The story of the lapa-brava ultimately reaches far beyond fisheries management.
It speaks to the larger challenge confronting every island society whose identity has been shaped by the sea. The Atlantic has always sustained the Azores—not only economically, but culturally and spiritually. To harvest its resources has never meant merely taking from nature; it has meant participating in a centuries-old covenant built upon respect, restraint, and continuity. Every generation inherits that covenant and decides, through its choices, whether those who follow will inherit abundance or absence.
The limpets clinging to volcanic rock may seem small against the immensity of the Atlantic. Yet the future of the islands has often depended upon recognizing that what appears smallest can sometimes reveal the greatest truths. For the health of an ocean is rarely measured by its largest creatures. It is often written, quietly and patiently, upon the rocks where the tide begins.
