An island is never only the land that rises above the sea. It is also the invisible architecture that sustains that land: the water held quietly in a highland bog, the seabird returning to the same cliff after months over the Atlantic, the endemic forest surviving in the mist, the fossil embedded in limestone as testimony to an ocean that existed before human memory, the vineyard patiently enclosed by walls of black stone, the volcanic cave descending into darkness beneath the feet of those who walk unknowingly above it. To protect an island is therefore not merely to draw a boundary around something beautiful. It is to understand the delicate conversation between geology and biology, human presence and natural inheritance, use and restraint, memory and future. With the entry into force, on August 6, of the Management Plans for the Terrestrial Areas of the Island Natural Parks of Santa Maria, Terceira, Graciosa, São Jorge, Flores and Corvo, the Azores have given that conversation a new legal grammar—one that attempts to determine not simply what must be preserved, but how human beings may continue to inhabit extraordinary landscapes without slowly destroying the very qualities that make them extraordinary.

The six plans establish binding rules governing protection, access and land use across 47 protected areas with terrestrial components, covering approximately 240.9 square kilometers. São Miguel, Faial and Pico are not absent from this new conservation geography; their respective management instruments have been in place since 2020. What now emerges is something approaching an archipelago-wide framework in which conservation ceases to be merely an aspiration and becomes an operational principle of territorial management. The effective area influenced by the new plans may extend beyond the formally protected zones themselves, because the instruments recognize the importance of the continuum naturale: ecological corridors and other spaces beyond protected boundaries that permit species to move and habitats to remain connected. Nature, after all, does not recognize the bureaucratic precision of lines drawn on maps. A bird crosses them without knowing; water flows through them without permission; seeds travel upon the wind. Conservation must therefore learn something from nature itself: that survival depends upon connection.

These plans are consequently more than inventories of places considered worthy of protection. Each includes regulations, zoning and constraints maps at a scale of 1:25,000, technical reports, implementation programs and monitoring mechanisms. Within individual protected areas, operational management units establish different degrees of permissible human intervention, ranging from integral protection to the sustainable use of natural resources. Certain places will remain available to human activity under conditions; others will demand something more difficult from us—restraint. In zones of integral protection, access and human presence are generally prohibited except for conservation, monitoring, inspection, search and rescue, or authorized scientific work. Partial protection zones and priority conservation areas prohibit new construction except where necessary to support conservation. Changes to existing buildings, the opening of trails, new viewpoints, renewable-energy installations, electrical or telecommunications infrastructure and tourist activities outside designated areas may require a binding prior opinion from the environmental authorities. Violations can bring serious administrative penalties, including fines, suspension or demolition of works and restoration of damaged sites. The landscape is no longer being asked merely to endure our presence; we are being asked to justify what we do within it.

The plans will be evaluated every three years, using indicators that attempt to translate ecological stewardship into measurable action: the extent of territory under active management, habitats and species in unfavorable condition receiving intervention, kilometers of restored or managed trails, visitor-support structures, and the extent of traditional crops maintained in production. Yet there is also an important uncertainty written into these documents. They establish neither a final expiration date nor a single global budget or general timetable for carrying out every proposed intervention. They remain in force for as long as the natural values they protect require protection—which is perhaps another way of acknowledging that conservation cannot easily be assigned a closing date. Nature does not operate according to political mandates or fiscal years. A peatland may require generations to recover. A seabird colony cannot be restored according to an electoral calendar. A wall of volcanic stone abandoned for decades cannot recover simply because an administrative document wishes it so. The true measure of these plans will therefore lie not in their publication, but in whether the promises written into them eventually become visible upon the land.

Santa Maria offers perhaps the most eloquent demonstration that conservation is also an act of remembering deep time. Its plan encompasses 16.8 square kilometers, approximately 17 percent of the island, and among its defining treasures are twenty identified fossil deposits, nineteen of them within protected areas. Santa Maria is unique in the Azorean archipelago for these deposits: here, stone itself becomes archive. The Pedreira do Campo, Figueiral, Prainha, Macela, Praia do Calhau, Ponta do Castelo and Barreiro da Faneca preserve geological evidence of worlds vastly older than the human history of the islands. The plan proposes physical protection of fossiliferous limestone, defined routes controlling access to sensitive caves, warnings against removing geological and paleontological material, and greater surveillance. Elsewhere, conservation takes another form. On the Ilhéu da Vila, seabird nesting is to be monitored, artificial nests installed for terns, competing species controlled and invasive plants removed. At Pico Alto, habitat restoration and the removal of invasive species may be accompanied by fences or gates limiting livestock and human access. In São Lourenço, Maia and Ponta do Castelo, the protection of nature becomes inseparable from the protection of culture: vineyards, currais, terraces and dry-stone walls are themselves part of the ecological and human landscape. Santa Maria reminds us that heritage is not divided neatly between what nature made and what generations of islanders shaped with their hands.

On Terceira, the scale expands dramatically. The terrestrial territory covered reaches 95.78 square kilometers—22 percent of the island, the largest absolute area among the six new plans. Here the vocabulary of protection is written in peatlands, Macaronesian heath, laurel forest and native juniper woodland, particularly across Serra de Santa Bárbara and Mistérios Negros, Biscoito da Ferraria and Pico Alto, Terra Brava and Criação das Lagoas. The plans call for invasive-species control, restoration of peatlands and native forest, gates to regulate livestock and ecological corridors connecting fragmented natural territories, including links between Lagoa do Negro, Serra de Santa Bárbara and Terra Brava, and between Furnas do Enxofre and Biscoito Rachado. These are not simply isolated green sanctuaries; they are attempts to restore continuity to landscapes that human use has fragmented.

And beneath Terceira lies another world. At Algar do Carvão, one of the island’s great volcanic cathedrals, the plan calls for a reassessment of the visitor model, the establishment of a human carrying capacity, monitoring of the effects of visitation upon the cave, and construction of a new Interpretation and Visitor Support Center. At Furnas do Enxofre, human impact will likewise be monitored. The principle is important because it touches one of the great dilemmas confronting islands increasingly celebrated internationally for their natural beauty: how do we invite the world to witness wonder without allowing wonder to be consumed by the act of witnessing it? Tourism and conservation cannot remain separate conversations. The number of feet upon a trail, bodies within a cave, vehicles beside a viewpoint and visitors entering an ecologically sensitive landscape eventually becomes an environmental question. A place may be loved to death as surely as it can be neglected into disappearance.

Graciosa, by contrast, has the smallest terrestrial area covered by the six plans—3.53 square kilometers, or 5.8 percent of the island—yet its provisions demonstrate that ecological importance cannot be measured by size. On the Ilhéu de Baixo, integral protection means public access is prohibited, while seabird colonies, nesting conditions, invasive species and erosion are to be monitored. On the Ilhéu da Praia, conservation and scientific research dominate the western sector while conditioned access remains possible in the east. The plan proposes examining the effects of lizards, starlings and ants upon seabirds while preserving the quay, support building and permitted visitor trail. At the Caldeira da Graciosa and Furna do Enxofre, protection extends simultaneously above and below the earth: air quality is to be monitored, agricultural runoff involving fertilizers, herbicides and pesticides reduced, bovine carrying capacity established, and heavy vehicle traffic restricted on the road passing over the volcanic cavity. Even here the lesson is one of interconnectedness. What happens in a pasture under daylight may eventually reach a cave hidden in darkness.

São Jorge brings another ancient Azorean relationship into the foreground: that between people and the fajã. Its terrestrial protected areas encompass 56.51 square kilometers, around 23 percent of the island. On the high plateau, restoration of degraded peatlands, management of lagoons, control of livestock and removal of invasive plants are among the principal measures. Yet it is along the Fajãs do Norte that conservation becomes especially intricate, because this is not wilderness untouched by humanity but a cultural landscape where wetlands, cliffs, agriculture, houses, paths, vineyards, orchards and human memory coexist. The lagoons of Caldeira de Santo Cristo and Cubres demand water-quality restoration and protection from eutrophication; traditional vineyards, currais, terraces and orchards are to receive support; structures associated with the capture and storage of water may be recovered; agreements with landowners will be necessary; and carrying capacity may be regulated in areas experiencing greater visitor pressure. The threats identified—coastal erosion, disorganized visitation, degraded wetlands and conflicts with property owners—reveal that preservation is rarely a romantic matter. It requires negotiation among ecology, livelihood, ownership, access and belonging.

On Flores, conservation assumes almost continental proportions relative to the island itself. The terrestrial areas of its Natural Park cover 60.58 square kilometers, approximately 43 percent of Flores, while around 66 percent of the park is forest perimeter. At Morro Alto and the Central Plateau, four parcels totaling 1,031.24 hectares receive integral protection. Access to the waters of Lagoa Branca, Lagoa Negra and Lagoa Comprida is prohibited except for conservation, monitoring and research. Peatlands are to be restored, livestock excluded from sensitive areas and the quality of lagoon waters monitored. Around Caldeiras Funda and Rasa, fencing, grazing restrictions and agreements with landowners seek to protect another fragile aquatic system. Ilhéu Maria Vaz becomes inaccessible to visitors. Direct access to Rocha dos Bordões, that astonishing geological signature of Flores, is likewise prohibited, while invasive vegetation and sediment accumulated among its columns are to be removed periodically using climbing or rappelling techniques. Along the coast, nesting points and islets receive access restrictions and measures against rodents and disruptive maritime traffic. At Fajã Grande and Fajãzinha, however, trails, viewpoints and traditional landscapes remain part of the conservation vision. Flores thus poses one of the most profound questions contained within these plans: when nearly half an island falls within protected terrestrial territory, conservation can no longer be understood as one sector of public policy. It becomes part of the island’s very model of existence.

And then there is Corvo, smallest of the islands and perhaps the clearest illustration of the paradox of scale. It has only one terrestrial protected area—Costa e Caldeirão—but that territory covers 7.7 square kilometers, 45.4 percent of the entire island, the highest proportion among the six plans. Here the landscape is divided into four management units, from tiny areas of integral protection on the islets of Ponta do Marco to partial protection in the Caldeirão, priority conservation along the cliffs and sustainable resource use at Coroa do Pico. Visitors are prohibited from accessing certain islets, and boats are prevented from approaching sensitive areas. Seabirds will be monitored, nests georeferenced, and yellow-legged gull nests occupying breeding areas used by Cory’s shearwaters and terns are to be removed annually. In the Caldeirão, gates, livestock carrying limits, wetland restoration, invasive-species control and regulation of human carrying capacity seek to protect a landscape that appears immense when one stands inside it but is, ecologically, extraordinarily finite. Grazing on the lagoon islets is to be prevented; feral goats and sheep on the cliffs controlled; ecological corridors strengthened; degraded areas, illegal dumping sites and former extraction zones restored. On Corvo there is nowhere for ecological damage to hide. On a small island, every wound is close to home.

Taken together, these six plans constitute something larger than the sum of their regulations. They represent an attempt to redefine the relationship between the Azorean landscape and those who live within it, work upon it and travel thousands of miles to see it. They also arrive at an important moment. The international visibility of the Azores has increased enormously; tourism has placed volcanic landscapes, lagoons, caves, trails, fajãs, cliffs and coastal ecosystems before a global audience. That recognition carries economic possibilities, but it also creates pressure. The same landscape can simultaneously be habitat, farm, tourist attraction, geological monument, ancestral inheritance and economic resource. The difficult work begins when those meanings collide.

There is, therefore, a moral intelligence in the idea of carrying capacity, a phrase that appears repeatedly in different forms throughout these plans. It asks a question modern societies are often reluctant to confront: not simply Can we go there? but How many of us can go there before our presence changes what we came to see? Not simply Can this land be used? but How much use can it sustain? Not simply Can tourism grow? but What kind of growth remains compatible with the survival of the place upon which tourism depends? These are not arguments against human presence. They are arguments for proportion. The most sustainable island is not necessarily the island from which people have been removed; it is the island where human beings have learned again how to belong without assuming that belonging confers unlimited rights.

Perhaps that is the deepest meaning of these new management plans. The Azorean landscape has never been static. Six centuries of human presence have transformed forests into fields, cliffs into vineyards, volcanic stone into walls, paths into communities and harbors into passages toward the world. Much of what we now call the beauty of the islands contains the imprint of human hands. Conservation cannot therefore mean returning the archipelago to some imaginary moment before people arrived. It must mean something more intelligent and more difficult: learning how to carry the inheritance forward without exhausting it.

The true success of these plans will not ultimately be measured by the number of pages published, maps approved, prohibitions written or administrative procedures created. It will be measured years from now in quieter evidence: whether a peatland holds more water; whether an endemic forest expands; whether a seabird finds a safer cliff on which to nest; whether the lagoons of Flores and São Jorge remain alive; whether the fossils of Santa Maria survive the curiosity of another generation; whether Algar do Carvão can welcome visitors without surrendering its fragility; whether the vineyards and stone walls of São Lourenço, Biscoitos and the fajãs remain landscapes lived in rather than scenery merely photographed; whether Corvo’s Caldeirão can continue to possess that almost impossible silence that makes a person standing before it understand how small we are.

For islands know better than continents that nothing is infinite. Land ends visibly at the sea. Water is precious. Habitat is finite. A species lost from a small territory may have nowhere nearby to return from. The boundary between abundance and depletion is always closer than it appears. Perhaps this is why the Azores can offer the wider world a lesson far greater than their geographical size: to inhabit a place is not to possess it. It is to receive it temporarily.

And what we receive temporarily, if we have learned anything from islands, must one day be handed on.
