The sea has always spoken to the Azores, although for most of the archipelago’s history human beings possessed only imperfect ways of understanding its language. Fishermen learned to read it through experience: the temperature of the water, the direction of currents, the appearance or disappearance of certain species, the season of abundance and the unsettling season when abundance failed to arrive. Coastal communities accumulated an empirical knowledge transmitted from one generation to another, a vocabulary of winds, depths, fishing grounds and behaviours whose precision rarely entered scientific reports but frequently determined whether boats returned with their holds full or nearly empty. Today another form of listening has become indispensable. The ocean must be measured, sampled, analysed and monitored, because the sea upon which the islands have always depended is no longer an apparently inexhaustible territory. It is a living system subjected simultaneously to fishing pressure, contamination, warming waters, changing ecosystems and the cumulative consequences of human activity. To govern the sea responsibly, therefore, we must first know what is happening within it.

It is in this larger context that the Regional Government of the Azores has authorised the transfer of €367,904.51 to the University of the Azores for two scientific programmes devoted to monitoring marine resources. The funding, established through Portarias no. 862/2026 and 863/2026 of the Regional Secretariat for the Sea and Fisheries, supports two different but intimately related dimensions of marine knowledge: the Regional Monitoring Plan for Contaminants in Marine Organisms Intended for Human Consumption and FISHSTAZ, the programme dedicated to monitoring the condition of priority marine stocks in the archipelago. One asks, essentially, whether what comes from the sea remains safe for those who consume it. The other asks whether the populations from which we continue to harvest can remain ecologically and economically viable. Between those two questions lies much of the future of Azorean fisheries.

The larger of the two transfers, €229,560, corresponds to the third annual instalment, relating to 2025, of the Regional Monitoring Plan for Contaminants in Marine Organisms for Human Consumption, a five-year project extending from 2023 through 2027. The overall financial support assigned to the University of the Azores for the programme amounts to €958,236. The first annual payment, covering 2023, was €99,996; the second, relating to 2024, resulted in a payment of €56,619.11, after €160,940.89 was deducted for expenditure that had not been documented in the implementation of earlier protocols and in the execution of the 2023 instalment. The financial details matter because public science, precisely because it serves the public interest, must also live within the disciplines of transparency, accountability and demonstrable execution.

But beyond the accounting lies the more consequential purpose of the programme. To monitor contaminants in marine organisms intended for human consumption is to establish a scientific bridge between ocean health and human health. The fish that reaches a market, restaurant or family table does not exist outside the ecosystem from which it was taken. It carries within its biological history something of the condition of that ecosystem. Monitoring therefore transforms marine organisms into witnesses. Their tissues can reveal what the naked eye cannot see and what the apparent beauty of an Atlantic coastline may conceal. A sea may look immaculate from a cliff and still require rigorous scientific observation. Blue water is not itself a certificate of ecological health.

The second programme, FISHSTAZ—the Programme for Monitoring the Status of Priority Marine Stocks in the Azores—receives an effective transfer of €138,344.51. The support originally allocated for its 2025 implementation amounted to €140,147.59, but €1,803.08 of expenditure was not substantiated by the University and was consequently deducted. FISHSTAZ belongs to the regional policy for the sustainable management of living marine resources and seeks to deepen scientific knowledge of species found in Azorean waters while improving the management and conservation of fisheries resources.

Here, perhaps, the importance of sustained scientific observation becomes even clearer. A fishery can appear healthy until it is not. Decline rarely announces itself with ceremony. It can begin in smaller catches, altered age structures, changes in distribution, increased fishing effort required to obtain the same yield, or biological signals that only systematic monitoring can reveal. By the time scarcity becomes obvious to everyone, the ecological process producing it may already be considerably advanced. Science therefore has one of its most valuable roles before catastrophe, not after it.

The history of fisheries across the world contains too many examples of societies discovering the limits of natural abundance only after crossing them. The sea encourages the illusion of infinity because most of what happens within it remains invisible from land. A forest being destroyed can be seen. A coastline being built upon can be photographed. The depletion of a marine population occurs largely beneath the surface, concealed by the very element that sustains it. Boats may continue leaving harbour. Fish may continue appearing in markets. Restaurants may continue serving familiar species. And yet beneath that apparent normality, an ecosystem can be changing.

This is why monitoring is not bureaucratic ornamentation. Monitoring is memory made scientific.

Without long sequences of reliable data, every generation risks mistaking the conditions it encounters for normality. What an older fisherman remembers as scarcity may appear abundant to someone whose experience began during an even poorer period; what one decade regards as an acceptable catch may have been considered alarmingly low several decades earlier. Science creates a record capable of resisting that gradual erosion of ecological memory. It allows the present to be compared not merely with last year but with a measurable past.

For an archipelago such as the Azores, this responsibility carries particular significance. The sea is not scenery surrounding the Region. It is part of its economic territory, its food system, its history, its culture and its geopolitical significance. It has shaped settlement, migration, whaling, fishing, transportation and the very imagination through which Azoreans have understood their place in the world. The islands occupy little terrestrial space; their maritime reality is immeasurably larger. Any serious conception of Azorean development must therefore contain a correspondingly serious conception of marine science.

And that science requires institutions.

The involvement of the University of the Azores is consequently more significant than the transfer of €367,904.51 might suggest. A university located within an island region should not simply reproduce knowledge generated elsewhere. One of its deepest responsibilities is to make its geography intellectually productive: to study the territory in which it exists, to train those capable of understanding it, and to create knowledge that allows the community surrounding it to make better decisions about its own future. In the Azores, that necessarily means becoming a university of the Atlantic as much as a university beside the Atlantic.

The distinction matters.

To live beside the sea is geographical circumstance. To understand the sea is an intellectual project.

The Regional Government itself justifies support for the contaminant-monitoring programme through the public interest inherent in sharing responsibilities between the regional administration and scientific institutions working in marine sciences, with the objective of improving the effectiveness of fisheries-resource management. That partnership contains an important principle: political authority and scientific expertise perform different functions, but responsible marine governance requires continuous conversation between them. Governments make decisions; scientists generate and interpret evidence; fishermen contribute knowledge acquired through daily encounter with the resource. None of these forms of knowledge should simply erase the others.

Indeed, some of the most intelligent fisheries policy emerges when scientific evidence and the accumulated observations of those who work at sea are allowed to illuminate one another. The fisherman knows places, behaviours, seasonal variations and changes encountered through thousands of hours on the water. The scientist can transform individual observation into systematic evidence, distinguish local fluctuation from broader tendency and place contemporary changes within longer biological sequences. Public policy must then undertake the more difficult task of converting knowledge into decisions.

That final step is often where the real conflict begins.

Sustainability is easy to defend as an abstraction. It becomes harder when conservation measures affect today’s income in order to protect tomorrow’s resource. A reduced quota is not experienced as an ecological concept by the family whose livelihood depends upon fishing. A closed area is not merely a polygon upon a management map to the person who has worked those waters for decades. Yet the opposite is equally true: refusing necessary conservation because its immediate consequences are difficult can transfer a far greater economic cost to the future. A collapsed resource supports neither biodiversity nor fishermen.

The essential question is therefore not whether the Azores must choose between people and conservation. That is a false opposition. The real task is to create systems in which conservation allows communities dependent upon the sea to continue existing across generations. A sustainable fishery is not one in which nobody fishes. It is one in which people can still fish decades from now.

That requires knowledge sufficiently robust to distinguish precaution from panic, sustainable exploitation from depletion, natural fluctuation from structural decline. It also requires monitoring capable of responding to a marine environment being transformed by forces far larger than the archipelago itself. Climate change is altering ocean temperatures and potentially the distribution, reproductive cycles and migratory behaviour of species. What was historically present in Azorean waters may become less predictable; species previously uncommon may appear with greater frequency. The biological map of the Atlantic is not fixed.

The value of programmes such as FISHSTAZ therefore extends beyond today’s stock assessment. Their accumulated observations may become part of the scientific archive through which tomorrow’s Azores understand how their ocean changed.

There is a beautiful humility in such work. Marine science begins with an admission that the sea is more complicated than our assumptions about it. Every sample collected, every organism examined, every stock assessed and every sequence of data preserved is an attempt to reduce ignorance—not to eliminate it, because the ocean will always retain mysteries, but to ensure that public decisions are made with as much knowledge as possible.

The €367,904.51 now authorised will disappear into budgets, laboratories, fieldwork, analysis and technical reports. Most people will never see the daily labour it finances. There is little spectacle in long-term monitoring. No ribbon is cut when another year of reliable data is added to a scientific series. No monument commemorates a contaminant that was detected before becoming a larger problem, or a stock whose decline was recognised early enough for management to respond.

Yet societies are often protected precisely by such invisible work.

Somewhere in the Azores, a researcher will examine what has been taken from the sea. Somewhere else, numbers will be entered into a sequence whose full significance may only become apparent years from now. Fishermen will continue leaving harbour before daylight. Fish will continue arriving at the auction. Families will continue eating what the Atlantic provides.

And beneath all of this remains the fundamental question that an island civilisation must repeatedly ask of the ocean that sustains it:

What is the sea telling us?

The answer cannot come from nostalgia, political convenience or economic urgency alone. It must come from observation, experience, evidence and the patience to listen across years.

For the sea remembers everything we do to it. Science is one of the ways we learn to remember with it.
